Fish and Wildlife Biologist

Responsible for managing an oil and gas program that provides for the protection of all natural resources, but still allows private interests to exercise their right to explore for minerals. Reviews right-of-way agreements for transmission pipelines through the refuge and coordinates with companies as needed. Coordinates pre-permit activities with oil and gas companies, including dissemination of rules and regulations and consideration of surface locations and NEPA documentation, information on permitting process and compliance requirements. Evaluates all permit applications for proposed oil and gas activities on the Refuge Complex, including determinations of impacts and compliance with the National Environmental Policy Act (NEPA). Develops Environmental Assessments and recommendations for damage reducing alternatives. Responsible for maintaining a GIS library of all oil and gas, and pipeline and production facilities on the complex and ensures that operator/mineral owner contact information is regularly updated for all production and transport facilities. Creates and revises special use permits that apply directly to each different type of oil and gas activity. Monitors and enforces compliance with all special use permits and access agreements issued that related to oil and gas activities; including regular site visits, photo documentation, coordination with all parties involved in these activities, and regular inspections of posted contact information at all locations. Collects data and documentation for all ongoing oil and gas activities on the refuge complex; including exploration, production, facility installation and maintenance, flow line and pipeline maintenance, and seismic activities, ensuring compliance with all applicable State and Federal regulations. Coordinates with responsible company to determine whether wells no longer in production should be plugged and abandoned, allowing the surface to be restored and reverted back to refuge habitat present prior to the initial drilling activity. For unsuccessful well locations, the incumbent insures that the proper variety of species are replanted back to reclaim the refuge location(s). Assists higher level staff in developing monitoring, restoration and mitigation projects on the refuge complex that are required to offset damages from oil and gas activities. Assists in implementation of monitoring, restoration, and mitigation projects, including conducting systematic surveys of vegetation and wildlife affected by oil and gas activities. Coordinates partnerships with agencies and academic institutions to conduct research and monitoring as part of long-term assessments of oil and gas related damages and monitoring of projects implemented to restore or mitigated for damages. Coordinates refuge complex oil and hazardous material spill response program including development of a response plan for off refuge spills which threaten the refuge complex. Coordinates with applicable state and federal agencies. Collects, analyzes, and summarizes biological field data and writes reports and correspondence. Attends pertinent trainings and responds to all spill events on or affecting the refuge complex. Must be able to address refuge visitors, contractors and others in both English and Spanish during emergency and normal situations. Serves as a member of the biological program for the refuge complex and provides input and assistance on a wide variety of other management, biological, and habitat restoration-related assignments. Basic Entry Requirements for the 0401 Series, Fish and Wildlife Biologist, (you must meet A, or B to qualify):
A. I have successfully completed a full four year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. NOTE:

I have an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. Transcripts MUST be submitted to document your educational accomplishments. Additional Qualifications for the GS-0401-09 Fish and Wildlife Biologist (you must meet A, B, or C):
A. I have at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (comparable to GS-07) in the Federal service. The experience equipped me with the knowledge, skills and ability to successfully perform the duties of this position. Examples of qualifying specialized experience include:
administration of the National Wildlife Refuge Improvement Act (NWRIA), the Endangered Species Act (ESA) and the National Environmental Policy Act (NEPA):
federal project environmental compliance; working with oil and gas exploration and development methodologies, techniques, and operations in coastal environments. B. I have successfully completed two full years of progressively higher-level graduate education in an accredited college or university leading to a Master's degree or equivalent degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines. C. I do not have the full amount of experience listed in A and do not have the full amount of graduate education listed in B; however, have an equivalent amount of such experience and graduate education. (To compute, first, determine your experience as a percentage of the experience required in A; then determine your graduate education as a percentage of the education required in B. Add the two percentages. The total percentage must equal at least 100%). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands/Work Environment:
Work involves standing, bending, walking, sitting, and driving in varied uneven terrain. Work is performed both outdoors and in an office environment or meetings. Incumbent may frequently encounter biting insects, bees/wasps, and poisonous snakes. Summer can be particularly hot with temperatures frequently reaching 100 degrees. The work requires average agility and dexterity. Work includes both office and outdoor settings. There is regular and recurring exposure to moderate risks and discomforts such as adverse weather conditions, high/low temperatures, dusty/noisy environments, biting insects, dissatisfied mineral developers, etc. The incumbent is expected to conduct duties in a safe and orderly manner so as not to endanger self, fellow workers, or property with which entrusted.
